Trump drops election bombshell: China stole data on 220 million Americans

President Trump used a prime-time address from the White House on Thursday to disclose what he described as the largest theft of American election data in history, accusing China of obtaining voter registration information belonging to roughly 220 million people while federal officials concealed the full scope of the breach.
Speaking from the East Room, Trump said the Chinese operation began during the 2020 election cycle and continued over several years, giving Beijing access to names, home addresses, telephone numbers, political affiliations and other personal information contained in U.S. voter files.
“This data loss presents an unprecedented election security nightmare,” Trump said, adding that U.S. intelligence showed China created a dedicated unit to exploit the stolen information.
Previous intelligence disclosures have acknowledged that Chinese officials examined voter registration data from several states. Trump’s announcement, however, placed the number of affected Americans at 220 million — a figure that had not previously been made public.
The president said some federal officials were aware of at least part of the Chinese activity before the 2020 election but withheld the intelligence from both him and the American public.
According to Trump, officials within the intelligence community deliberately minimized evidence of Beijing’s election-related operations and kept important findings out of his presidential briefings. He accused career bureaucrats of protecting the information from scrutiny rather than alerting the White House to a serious foreign threat.
Trump cited an email in which an intelligence analyst allegedly acknowledged that officials had “deliberately massaged” the Presidential Daily Brief to exclude information involving Chinese election activity. He also referenced an FBI official who purportedly wrote that she was operating a “shadow government” to prevent intelligence about Beijing’s actions from becoming public.
Some of the concealed material was eventually recovered from burn bags intended for destruction, Trump said.
“The findings are stunning,” the president declared.
Trump also pointed to raw intelligence collected by the FBI in 2020 involving what he described as a Chinese effort to produce illegal ballots benefiting Joe Biden. He said the information was buried by officials during his first administration and never properly investigated.
Trump framed the intelligence as evidence of a broader Chinese campaign to interfere in American politics, damage confidence in his presidency and exploit weaknesses in the country’s election system.
He said Beijing’s strategy dated to at least the middle of 2019 and was designed in part to weaken him politically inside the United States.
“They wanted to just make you sound like your president wasn’t so hot, when actually your president has done a great job,” Trump said.
Trump ordered the Office of the Director of National Intelligence, Justice Department, FBI and CIA to investigate why the intelligence was withheld, identify those responsible and pursue criminal charges where warranted. He also directed the agencies to remove any officials found to have participated in a cover-up.
The allegations represent a significant escalation in Trump’s long-running effort to revisit the foreign interference, intelligence failures and election disputes surrounding the 2020 campaign. His administration has since issued several executive actions intended to tighten election safeguards, pressure states to share election information and strengthen rules governing absentee ballots.
Federal authorities have also renewed scrutiny of the 2020 election in Georgia. More than 600 boxes containing ballots were seized during a January search of an election facility in Fulton County, where Trump and 18 others were charged in 2023 over their efforts to contest the state’s election results. Trump carried Georgia when he returned to the ballot in 2024.
The president has more recently criticized California’s slow vote-counting process after Republican Spencer Pratt fell from second to third place in the Los Angeles mayoral primary several days after Election Day, removing him from the runoff. Trump called the contest “rigged” and “crooked.”
Thursday’s address also placed new pressure on Republican senators to advance the SAVE America Act, Trump’s election-integrity legislation requiring documentary proof of U.S. citizenship to register for federal elections.
The bill has stalled in the Senate amid a Democrat filibuster and resistance from several Republicans. Trump’s disclosures gave the legislation a sharper national-security argument: A foreign adversary allegedly possesses the personal information needed to study, target and potentially manipulate nearly the entire American electorate.
Trump’s address presented Congress and the intelligence community with two immediate questions: How did China obtain such an enormous collection of American voter data, and why were officials allegedly more determined to hide the intelligence than confront the threat?
